The What
A global organization with enforcement power within national states. This authority is grounded in NGO (non-governmental organization) presence at the grassroots level of society. It is inhabited and run by those who have sworn an altruistic loyalty to humanity, renounced all national loyalties, and hold planetary citizenship.
This organization will enforce Article 28 of the Universal Declartion of Human Rights entitling all humans to a social and international order in which the rights of the UDHR can be fully realized. Such an international and social order exists meagerly today with nations making the collective interest of humanity subordinate to the short term interest of governments. The situation is unacceptable and requires an institution dedicated to humanity above all nations to remedy. This organization will come to be known as the Planetary Directive. The establishment of such a formation will accompany the international redefinition of national state sovereignty to give rise to a more humanistic global order and end the disrespect for the human condition that has made it anarchic, chaotic, and unhistorical. Above the level of national interest must exist a collective human interest that such a humanitarian vanguard will endeavor to defend.
The vanguard comes in the form of both a military (see "formation of a humanitarian army") and a civilian administration primarily concerning itself with legal matters including the analysis of international affairs in order to assess where intervention is most needed. Upon its establishment, it may be feasible to expand the definition of such a vanguard to facilitate some cogent form of supranational governance. This is, however, purely speculation as supranational governance cannot come into being on its own merits due to the anarchic nature of the international system. First, it must manifest itself as a protector of human rights and steadily expand its jurisdiction as needed.
Supranational means transcendence of national power and not the inclusion of it. It is to break a large taboo of politics and the international system by introducing an actor higher than the national state. This, in the interest of protecting humanity both holistically and inclusively, is this conviction's objective.
The Why
The destiny of humanity cannot solely be understood or defined in terms of national territories. In an interconnected world of problems, where the effects of bad decisions and tyranny will not respect the territorial divisions that caused them, an apparatus must be present to correct transnational imbalances that are created through the unequal distribution of global power. Human rights are compromised for national interest all too often. Nations, by their very definition, cannot be expected to have an altruistic, moral responsibility to the human condition because of the tribal nature of their foundations. Such a responsibility is, in any case, unfair to expect national states to maintain but is one that is nonetheless necessary to recognize in the absence of a humanitarian vanguard. With the introduction of such an organization, sovereignty can be better protected as governments will steadily no longer see the necessity to topple tyrants and establish internal order beyond their borders as this task will be executed by an impartial, supranational authority.
National states cannot have binding authority in such a humanitarian vanguard since they will convolute the coherent defense of human rights with party interest and the vanguard will therefore suffer many of the same maladies that afflict the United Nations today. It is necessary, in the interest of the universal nature of human rights, to defend them with an entity that has no notion of ethnic, national, or state loyalty but merely renders judgments in the collective best interest of humanity as defined by established international covenants.
