The Recruitment Department is in charge of farming out new members and the general administration of the movement including assigning new members to their appropriate departments and coming up with paradigms for the expansion of the movement in terms of skills and numbers.

The Commissioner is tasked with situating their department and the movement in a position where it has a source of  like-minded support flowing form established institutions and their constituents as well as ready access to like-minded supporters and advocates.
