The international system is governed by a chaos that is behind every conflict, famine, and global malady that we are confronted with today. This chaos is manifested in the decisions and interactions of states on the global scale, as they work incoherently toward fragmented goals of short-term gain. To end this indirection and to tame this chaos is where the Planetary Directive derives both its function and its name.

Much like the Synthesis, the Directive is a supranational institution with the elemental goals of human progress constantly in mind. However, unlike the Synthesis, it will be considered a sovereign institution and a higher human order that governs the interaction of nations  and facilitates the international  cooperation of governments. In more concise terms, the Directive fills the role that the United Nations has so aptly called for in Article 28 of  its Universal Declaration of Human Rights:

"Everyone is entitled to a social and international order in which the rights and freedoms set forth in this Declaration can be fully realized."

However, the United Nations has neither the structure, power, nor inclination to provide humanity with this “international order”, hence the Neoist Movement’s call for the creation of the Planetary Directive, which will

The  collective interest of human societies necessitates the formation of such a body to bring down governments who would deny their populations the fundamental means to pursuing prosperity and maintaining survival. This is already done to some extent today by ‘world policeman’ who are not below pursuing high moral principle but who are not above putting these pursuits  at the disposal of national interest. If fundamental rights are to be truly protected we must form a higher actor prescribing to an international identity deriving its mandate from human communities, and that is what the Planetary Directive provides – a vanguard of sacred principles and universal morals.

 The necessity of this kind of planetary actor will become more and more apparent as time progresses. Nations will not only begin to realize that the legitimacy of their character relies on their willingness to yield to international cooperation, but will begin to see that governments and centralized territories are outmoded in the international and non-state vigor that will prevail as  new necessities make themselves known.  

The concept of humans being organized into Nation-States is but one variety of the methods available to us. There exists many alternatives that few organizations or ideologies to date have succeeded in identifying. The concept of the Directive is but one these alternatives. Scholars, theorists, and reformers must begin to think outside the box of the current system of organization instead of walling in their ideas and potential.

We can already see trends, mentalities, and institutions emerge that hold similar values and attitudes toward the current state of human civilization. When we take these phenomena such as globalization, popular culture, and complex interdependency into account, it is not at all unreasonable to assume that technology and advancements outside the field of politics will very soon obligate a change in the very essence of the international system.
